Raquel Floyd, FPMCOS, PSP, EI

President

Raquel Shohet Floyd – President – has nearly 30 years of construction industry experience in the engineering, cost, scheduling, estimating, and field disciplines. Ms. Floyd has provided professional services across all industries including; public works, transportation, specialty, retail, hotel/casino, high rise, water/wastewater, heavy industrial power and petrochemical projects. Ms. Shohet Floyd, complimented by her specialty team, have extensive scheduling, cost control and estimating experience for large contractors on all project types, including large complex projects. They excel in executive level status reporting as it relates to trending and forecasting. Ms. Floyd has extensive experience instituting ‘best practices’ for her public works clients in implementing CPM scheduling; proactive claims mitigation and analysis, document control, and process training. She directly manages baseline schedule roll-out and progress management for high profile and at-risk projects for both contractors and owners. She conducts presentations and possesses excellent verbal and written communication skills. She participates in professional organizations, provides mentorships, and teaches Primavera scheduling subject matter at a local university.

Jerry Robinson, PSP, EVP

Director of Projects

Jerry Robinson – Director of Projects – has 18 years of construction project management, scheduling, forensic analysis, and training experience. Mr. Robinson has managed field offices on multi-million-dollar projects, served as Owner’s representative, Forensic Claims Consultant and Scheduling Consultant. Mr. Robinson’s strengths include a detail-diligent approach utilizing hands-on experience from management of both design and construction projects. Having worked for both public and private entities, he has practical knowledge needed to effectively manage virtually any type of capital project. Mr. Robinson specializes in the ability to understand the situation and the difficulties that contract parties may experience during a project or after in a retrospective forensic role. This understanding, combined with Mr. Robinson’s first-hand knowledge of the proper application of specific risk mitigation techniques, evaluations, assessments and analysis of complex construction claims set him apart from other professional service consultants.

Craig O'Donnell

Director of Construction Management

Mr. O’Donnell has been in the construction industry for over 29 years with most of his experience in Nevada.  Mr.O’Donnell’s applicable experience includes roadway, highway, bridge, drainage, water and wastewater treatment facilities and pipelines, traffic signal systems, electrical, structural walls, AC & PCCP and building construction.  As a construction manager, he has knowledge of RTCSN standard specifications and drawings, NDOT standard specifications and plans, materials testing procedures and project documentation standards being proficient in web-based project management software systems.  Mr. O’Donnell is experienced in many types of construction management and inspection services making use of his training and certifications most notably in NASSCO ITCP for CIPP & Manhole, Water Distribution Operator 1, NACE-1 and ATSSA Traffic Control. 

Jim Morris, CCM

Director of Risk Management

Mr. Morris leads the Construction Manager at Risk (CMAR) department for Rock Solid.  His primary focus for clients is collaboration on the conceptual estimate to mitigate underfunding of the project; development of realistic schedules from concept through closeout and commissioning; and Value Engineering with use of independent cost estimating (ICE) at the earliest stages of project design maximize the potential savings.

With over three decades of construction industry experience, he has served in varying roles of responsibility, ranging from construction inspector and construction manager to program manager and project director. 

Sanjib Mulepati

Sanjib Mulepati, PE, PSP

Senior Project Specialist II

Sanjib has nearly ten years of combined experience in civil engineering design and construction project management. He has a depth of experience ranging from surveying, designing, and construction scheduling for both public and private construction projects. His experience is incredibly valuable to construction teams for scheduling and sequencing of tasks, evaluating constructability, and integrating tasks. He implements and manages Critical Path Method scheduling to proactively manage claims mitigation, delay analysis, document control, and process training.

As part of his project delivery, Sanjib reviews RFPs, preliminary design drawings and specifications during the initial stage of the project and collaborates with team members to estimate production rates for schedule and produce CPM baseline schedules as well as assist in creating logistics drawings. He conducts detailed review of construction drawings, specifications, scope of work, and performs quantity takeoffs to create detailed construction schedules. In addition, Sanjib coordinates with clients and subcontractors to prepare budgets, estimates, and analyze bid packages. He performs jobsite walks, conducts meetings with the owner and contractor, and provides detailed narratives for pay applications related to risk and schedule performance.

Rachel Smallwood, PSP, MSCM

Senior Project Specialist II

With a multi-disciplinary approach, Rachel uses the knowledge gained to serve as a trusted advisor for projects ranging in size and complexity. She understands the project lifecycle and how to maximize a project’s schedule from design through construction.

Rachel’s expertise includes contract and specification compliance, scheduling, procurement oversight, punch list management, and risk analysis. She has conducted training for owners, contractors, government agencies, and engineers. Rachel is an authorized trainer for the Occupational Safety and Health Agency (OSHA) and specializes in software training for Oracle and Microsoft programs.

Her attention to detail, standards of quality, and design conformance are critical to the successful oversight of projects. Rachel has the public works, commercial, industrial, and private market sector experience to support any type of project.

Brad Heyen

Inspector

Mr. Heyen has been in the Nevada construction industry for over 25 years.  Mr. Heyen’s experience includes: field monitoring of various Federal and State environmental permits, bridge construction, structural walls, highway and roadway construction, drainage, water and sewer utilities, traffic signal systems, and drainage facilities.  

As a construction inspector, he has extensive working knowledge of Clark County and NDOT standard plans and specifications, materials testing procedures and project documentation requirements. 


Andrea Taylor

Senior Project Specialist

Ms. Taylor has approximately 15 years’ experience in the construction industry with a strong focus on specialty, commercial, retail and high rise construction and residential. Her strengths include a strong background in construction, scheduling and construction management.  She is well versed in construction planning, estimating, and scheduling. Her specialized computer software skills include Oracle P6 Enterprise Professional Project Management, Microsoft Project, Heavy Bid and On Screen Take Off.

Ms. Taylor CPM scheduling experience embraces proactive project scheduling support by complete emersion with project teams, excelling at communication with all project team members.  Andrea has been responsible for compiling, managing, updating and reporting and identifying risk on multiple large project schedules.   Her specialized skill set is a strong understanding of construction approach, and detailed attention to drawings.

Kristen Shutt

 Project Specialist 

Brainstorming and solving project challenges – that is Kristen’s superpower. With a degree in Mechanical Engineering, she applies her real-world construction experience to successfully deliver projects safely and efficiently. Her interests in engineering and building started when she was young and led her to a career in construction. Kristen is recognized as a creative and practical problem solver with the unique ability to adapt quickly to challenges.

 

She has a keen ability to evaluate and enhance the flow of a project by serving as a centralized source of information and advice for critical decisions. Through her involvement, projects have an added benefit of higher efficiency, greater productivity, and higher standards for safety.

Allison "Soni" Gonzales

 Project Specialist II

Energetic and professionally versed leader in business management with 10 years of client service experience.  Emphasizes on process improvement to increase project success and ensure client satisfaction.  Strengths in technology and design coordination.

Further, Mr. Gonzales supports the Estimating Department with quantity take off and cost projections.  His field construction background makes him an excellent resource to effective cost estimating. 

Mark Albritton

 Analyst

Mr. Albritton is a focused, junior professional with one year professional management experience.  Mark is quickly becoming a utility team member for projects including cost, schedule and document control.

Mark is excellent a team interface with a positive and committed attitude.  He is currently responsible to support team in construction reporting as well as analyzing and formulating schedules, cost analytics and document control. His specialized computer software skills include ProCore, Microsoft Office, Oracle P6 Enterprise Professional Project Management and Microsoft Project.

Mark is currently involved in all project controls services for multiple public and private clients and their projects.

Amanda Propst

Analyst

From a young age, Amanda has been passionate about infrastructure and how projects are built. For her, the most gratifying part of her work is “seeing the finished product” and the blend of people she gets to interact with, including clients, subcontractors, and her RSPS colleagues.

A natural “fixer,” Amanda is a problem solver with a fascination for building things. She enjoys being able to spend time outside, help move projects from inception to construction, and contribute to creating safe environments. Her versatile capabilities are in the management of field personnel and safety, scheduling, and staffing projects to increase project efficiencies.

Victor Ramos

Project Development Manager

An innate problem solver, Victor can address complex issues, creating a framework that makes sense and provides solutions. Each project has challenges, and he works through the day-to-day complexities of a project which is where Victor’s passion lies. Construction combines his enthusiasm for building our communities with Victor’s strategic vision for the finished product. He leverages his experience to develop opportunities and continues to position RSPS as the consultant of choice.

Randi Anzevino

Executive Assistant

Ms. Anzevino has over 10 years of construction industry experience in business administration and document management. She excels in project coordination, effective communication to all project stakeholders, with an exceptional level of professionalism and accountability.

Ms. Anzevino is a critical member of RSPS team, facilities all needs of each team member with a deep understanding of commitment, timeliness and collaboration between all parties.  She is an extremely effective self-starter.  Her software strengths include Microsoft Office, ProCore, Timberline and Quickbooks.

Shaneen Murdock

Administration Manager

Shaneen has a passion for all things administration and organization. She loves supporting the team and our stakeholders to ensure goals are met and processes run smoothly along the way. She prides herself on being solution minded and seeking new challenges and consistent opportunities for growth within the organization.

Throughout her 15 years in the Administration field, she has gained experience with client relations, contract execution, process and policy creation, document retention, and all aspects of running an efficient and productive office environment. Shaneen enjoys analyzing policies and procedures to maximum productivity and provide consistency for the business operation.

Shaneen is outgoing and meticulous with an exceptional ability to facilitate the day-to-day administrative and operational functions of the organization while maintaining a collaborative approach.

Mason Morris

Intern

Mason is a recent graduate of Northwest Career and Technical Academy and is attending UNLV, majoring in Construction Management.

He jumps in where needed and completes each task given thoroughly.  Mason is very self-sufficient and is committed to quality work.
